In the public safety field, CCTVs have been widely supplied, but the surveillance activities depend on the monitoring personnel. Because one monitoring person takes charge of several screens, there is a limitation in the overall monitoring. Instead of preventive actions, monitoring is focused on post-management. The Smarter Video Control Center (SVCC) is a product focusing on increasing operating efficiency and enhancing accident responsiveness and preventive activities through fundamental improvement and change in the center of preventive actions -- instead of post-accident measures -- through IBM's Intelligent Video Analytic solution to improve such functions. In particular, it is possible to build a more upgraded security monitoring system by simply adding software to the conventional implementation system (integrated monitoring center).
